Network access: sign in only from listed addresses
A company can limit sign-in to a list of internet addresses. The list and the two switches are on the Network access tab; a user can be allowed to bypass the list.
With Enable IP restriction on, a user can sign in only from a computer whose internet address is on the company's list. This is for companies that want people to sign in from the office only. The built-in system user is never limited.

What changes
A user with both switches on can sign in from any address (for example the owner travelling). See Add or change a user.
What a refused user sees
The sign-in page refuses the user with a message and the user stays out. Nothing else is wrong with the user: add the address or tick the user's bypass. See A user cannot sign in.
