Configuration readiness in Penahak is stage-based, not one flat checklist. Each stage unlocks a different set of operations, and the system will refuse an action whose accounting treatment is not yet defined.
This is intentional. It is far cheaper to be blocked on day one than to discover in month three that a year of room revenue posted to the wrong ledger.
The stages

Cash is not a gateway
A common source of confusion: a cash or manual receipt tender needs only a name, an active status, cashier control and the cash/bank settlement ledger. It does not need a merchant ID, checkout URL, verify URL, callback URL or provider fee.
Those fields belong to eSewa, Khalti, Fonepay, card, bank, QR, wallet and aggregator providers, which additionally require verification evidence before they can be activated in production.
Clearing a blocker
Open the configuration screen the blocker names, complete the mapping it asks for, and retry the action. Blockers name the specific missing mapping rather than failing generically.
